Just how could such a provision be enforced? The main concern is stop killing people. Baby steps.
It is. However, to date, the only solution to that is what amounts to a permanent occupation. Unless, you can get people to negotiate their cultural and religious beliefs. Good luck with that.
Oh boy. As a first generation American of Afghan parents, I have a LOT to say on the subject. Right now I don’t even know where to begin.
They held a Jirga of 3500 women in 2019 to express their views and make their voices heard regarding the peace talks. They are fighting hard and speaking up. I am so proud of those women.
Everything going on in that part of the world is a moral outrage. Wait til you hear about how they treat young boys. Few seem to care about that.
