In place of the Dept of Children and Youth, a department which focus on the Welfare of Mothers would help raise better children. It starts before the child is grown.

Sounds like a family break up plan, which must be abhorrent to the concept of decency, which has been absent from American traditional practices since colonization. It's like dignity exiled its twin to the dungeon! We must refocus dignity to the rescue of decency, in our actions.
