The convoluted nature of the plan is evident in that she valorizes "choice" but then says she'll fine people who retain private plans to encourage them to join a public option. Why allow for "choice" & then punish those who exercise it? Why not just eliminate insurance?
We don’t fine people for private insurance. We transition all private insurance into a non-profit model, although some heavily regulated profit-making supplementals can remain.

"transition all private insurance into a non-profit model" that's a very bold idea. how? reclassify every health insurance company as a 501(c)3 and obligate them to follow the finance restrictions for that classification? i.e., no distribution of dividends to shareholders?

According to her policy page, the plan would require "all funds directed to better care and lower costs." The transition itself isn't explained.
