Everyone can get a higher education if they want. It's called working while going to school.
Actually she said "high-quality education," not "higher education." She is referring to the inequity of education of our youth due to education funding being decided by property value, ensuring that kids from wealthy neighborhoods get a good education, while poor kids do not.
