Exactly. Im not say”we”say how its dispersed..at the same time how is it fair if a counsel of a handful of individuals make the decisions for the entire population of Americans of African Descent? Y not have The People propose how it’s done & give them All a vote on how its done?

My concern, with due regard, is that by putting a counsel in charge of how the money is allocated, even with good intentions, it may not reach every deserving individual in an equitable manner.
