Obama was really the first President to use it, but he opened up a huge can of worms. If you wanna have even some success in the primaries and make it to the later stages of the election cycle, you need to have some kinda cult of personality. Just how it is now. Not good IMO.

Cult of personality and the American Presidency goes back a long way. Some Presidents have it better than others, but political polarization definitely helps IMO.

TV was a major amplification of the cult of personality, first seen in JFK. The recent amplification is from the medium of social media, which has been manifested in Obama and Trump.
