@martyrmade what do you think about the trope with government structure in the US, where departments will deliberately waste money and spend more than they have in order to justify funding? The military is infamous for that. Are audits the only way to deal with that problem?
Audits won't help bevause the funds aren't being misappropriated. Using leftover budget for a year-end "team-building" party or something isn't illegal. Only way to fix is somehow incentivize departments to save by rewarding them for it.

That’s my best answer too. Some sort of merit-based raise/reward system correlated w/how much cost cutting you do. Don’t agree w/you on audits. You can use them to understand where money is wasted to come up w/new restrictions. Still hate it tho b/c it’s just adding a new layer

But consider roads. Some districts r scolded 4 keeping spending in the Black. Others have no hope of saving b/c they’re underfunded. To some lvl raises hedging on cutting waste could turn into an incentive for high turnover in dist’s that can’t cut spending due to underfunding.
