I realized it was a debate, so the question presented must be answered. But neither Joe nor idiot are in the position to suitably answer how to police Black Communities! One, it's a f***ing racist question! Two, no other communities commit crimes, or are they very fine people?
I think the community described as "GOP members of the U.S. House of Representatives & Senate" R very fine ppl - of course, they perpetrate a lot of crime. They need to be policed. (& some of them would love it.)
