There are delegated powers and reserved powers, and maybe a derivative sense of "rights," when gov't has a legitimate authority to do this or that, say imprison a criminal or regulate INTERSTATE commerce.

I respectfully disagree. People have rights and can confer powers. That means powers inherently are limited. Once we cross the line & give gov'ts "rights," they do all sorts of crazy things.
