Obviously, the actions of the president on foreign soil are subject to impeachment, but not US statutory law. That is why the Republicans used Russia- especially to do things difficult legally on US soil. Consider how dangerous that is.

I had my man set me straight on Art. II "except in the cases of impeachment." I was reading Fed. 69, maybe if the president is impeached and not removed, HE cannot pardon. But its cases regarding impeachment, of others.

Technically, wherever the POTUS goes is US soil. The Office of the POTUS is like a living embassy. Essentially, wherever the POTUS goes they are under the flag of the nation and bound by every of its laws. That’s the intended practice, at least.
