The framers knew there would always be evil men. They just never dreamed there would be so many at once.
Framers were suspicious of ppl in power for that reason + they had evil tendencies themselves - e.g., # of Framers who claimed ownership over other humans, gave no thought to mention of women in Const'n & indigenous ppls?
