Immunity: don't know what Mueller would have done, but Framers thought they had all this covered by the wise souls exercising discretion in their roles as electors. Yeah: it sucks.

Framers were suspicious of ppl in power for that reason + they had evil tendencies themselves - e.g., # of Framers who claimed ownership over other humans, gave no thought to mention of women in Const'n & indigenous ppls?

Founders really left gaping holes in the Constitution when it came to potentially bad actors. For example: They never considered for a moment that EVERY Senator from a given party would support a criminal President!

Some of the gaps were because they wanted to just get it out & couldn't compromise any more. After all, they really wanted to get to the land speculation.
