In CA college was free until Regan changed that. Republicans such.
Individual students did not pay tuition or fees before Reagan took office, but the State, i.e. everyone through taxes, paid for public education. That was an effort of the State. To say now that education was "free" is inaccurate & falls into a rhetorical trap.

Before Regan, CA college was nothing compared to when he changed the law. It was way better & always better for those who aren’t rich to live while Democrats are in power.
