A President does not declare war. That is a power held by Congress. Art. I, sec 8. Congress, not FDR, declared war on Japan. Also, that did not start WW2. WW2 began w/Nazi invasion of Poland.
I'm not arguing any high ground Decl of war is formal & has legal consequences. U.S. takes military actions too often, nothing is held in check Bullets fly, bombs drop & ppl die whether it's declared or not, but treaties and int'l law have effect in war We need to follow Constn

I agree. And my point is that we should adhere to what is required in the Constitution. If war has to be declared, I think it would be difficult to draw matters out for 20 years, as in Afghanistan.
