To do whatever Putin tells him. There is no consistency because Putin wants USA to look like it's run by an idiot who is product of idiotic sys, i.e., democracy. If democracy looks ridiculous Worldwide - & it will w/hacked elections, etc - Putin can say "& look @ strongmen!"
