Which one? If Congress has to go to the trouble of declaring war, military actions become more difficult. That means butchery, etc, is not so easy.

True, they weren't declared wars The executive branch has learned how to sidestep Congress But American soldiers were sent and died under the direction of a president

I understand & agree (as I go out the door): we've dispensed w/formalities that are NOT mere formalities. Declaration of war has repercussions in int'l law and requires more than cursory "we really need to do this."
