The parties and party system is not in the Constitution, but mankind breaks naturally into the few and many with different interest, as in Aristotle's Politics(III).

In Parliament, 10% of the vote gets 10% of the seats. Here, a single winner rep's each district, but hoe Parliament rep's districts slips on me. But there, third parties can get going easier.
