I just saw this a few minutes ago. The report I saw was from a FOX broadcast that someone posted. So here's my question: If the complaints are dismissed as moot, does that mean a SCOTUS judge can't be investigated except by Congress?

I think he is actually going to be investigated through a different district court. But I'm not really sure of what the legality is.

Either as moot or outside the jurisdiction of SCOTUS. The Const does not provide for any oversight mechanisms of SCOTUS, even of itself. They could do a report, but it would be meaningless.
