Sounds like the evolution of thought to me. How many "they didn't talk they just shipped" stories ended with garbage UI and/or bugs? It sure must suck to have to listen to intelligent employee feedback, or even worse, being informed of unreasonable timeframe demands.

These days the cool new thing to do is CI/CD overseen by Agile and “SAFe” development. Probably a real net good for velocity, visibility, etc., but the tradeoff is we have to justify the “business value” of every single unit of work. Can’t just fix tech debt as it comes up.

Then months down the road when the tech debt pules up and starts affecting things they wonder why you never fixed it. "Oh, so tech debt has business value to you now?"
