Using ZTE to get more deals 4 US is good, but also leaves loophole for China to play old game: promising to get what they want, and failing to honor their promises. Pardoning ZTE hurts ALL Americans and Pres, & only benefits Wall St. A better way: Sanctions Before Negotiation.
