Good point. Like @Colarusso said, physics probs seem to lend more easily to the sort of Manhattan Project solution than legal/justice probs. I wonder if expanded adoption/training in systems thinking would help folks identify multiple causes and try for appropriate interventions.
Single problems have a frustrating way of being caused by multiple things, and top minds have a discouraging way of being oblivious to novel solutions. Worth noting that experiments are easier with natural laws because there's only one set (presumably) against which you are testing. Human laws and rules, though fixed for a time and place, can literally be anything.
