Not sure it does. For starters, CA has more PEOPLE than AL so I’m guessing their polling places handle more voters. You’d have to compare similarly sized districts before you could make any conclusion.

I know this to be true in North Carolina. Durham had voters in line for hours. We had pizzas and drinks delivered to polling places to encourage people to stay in line. Meanwhile, my wait time to vote was 15 minutes in a town 30 minutes away.

This is partly how they stole 2016 election - numerous voting machines in black districts in those 3 surprise swing states “broke,” causing hours-long voting lines. Since media had already hammered home that Hillary had it in the bag, voters went home without voting.
