This is because changing pixels to and from pure black is slower than changing to and from other colours.

Developers and designers, please be careful when using pure black with animation and scrolling. 
My favourite ‘on device’ demo fo this is to shake the Calculator app back and forth in multitasking; the dark grey circles wobble all over the placepic.twitter.com/BJK0ny5Rg4

Yep! Your demo also shows that I should have made mine wiggle faster. It’s so obvious at that speed.
There’s no wrong speed to wiggle! 
Ohh ok the screen needs to be dark, I barely could tell what the illustration was until I lowered my screen brightness then wow I saw it big time.
It’s subtle, but once you’ve seen it, it’s easy to find it everywhere (I’m sorry!).
Have Apple done something to mitigate this in iOS 12.1? I just went to show this to a friend and can’t see any difference anymore.
Nope. I’m still seeing it in iOS 12.1 here. It’s a hardware issue, so I’m not sure much can be done in software to fix it?
It is even worse with screen brightness turned down, typical for dark theme use at night.

Why is it more noticeable at lower brightness?
I use a solid black home screen background and actually thought this was some crazy masking bug in Springboard.
I would tolerate this for the pure black on OLED.
