Then maybe the focus should be on fixing the "steep power difference" (call it what it is: blatant institutionalized racism, especially in the US) instead of on stifling cultural exchange.

yeah of course (though I don't think it's a zro sum game, a lot of the talk about appropriation also talks about the racism that makes it bad...), until then it's not a free exchange though is my point.
