so in most unix systems "man printf" == "man 3 printf", unless you create a program and name it printf and give it a manpage, in which case then "man printf" would should your manpage for your program named printf

Looks like it's been in POSIX since 1994 at least. Turns out when you give C programmers a useful tool, someone will wrap it into a shell helper :-) (probably a big reason for the manpage sections; many shell commands just call the identically-named fn!) http://pubs.opengroup.org/onlinepubs/9699919799/utilities/printf.html …
