      oh interesting thing from the AV1 panel: Netflix and Bitmovin were talking about how, in addition to improving HD and 4K streams, they might be able to expand to more low-bandwidth users by getting SD and 240 streams down to bitrates normally associated with audio

      There was that time I took the Madoka movie (2h11m) and encoded it into a <40MB HEVC/Opus file. It was... surprisingly watchable. <40kbps overall bitrate (Netflix over dialup!)
