my japanese accountant told me that the new "my number" is the correct number to use as a foreign tax ID. it has worked so far.
My understanding is that is supposed to be used when dealing with tax authorities, not invoicing. E.g. yes I gave it to my Spanish bank for CRS reporting but I'm not aware of it being required or even a good idea to put on invoices.
