Not just that, it also needs periodic runtime retraining. Which on Tegra210 is done... by the Linux kernel, because they were too lazy to implement it on the BPMP CPU. Guess which feature isn't upstreamed yet, totally killing performance since the RAM runs at safe boot timings?
What does this sort of runtime retraining on #OpenPOWER? The OCC?

No idea. I'd guess it's in the memory controller? It's not in OPAL or Linux at least.
Is memory controller documentation, at that level, generally available
I'd start by looking at the sources in hostboot on how they're set up. I'm actually not entirely sure where I'd find any deeper docs internally let alone externally :)
I'd be curious to find out; memory training voodoo is always interesting. Also, what I mention applies to mobile/LPDDR4. I'm not sure if the rules for regular DDR4 are different.
