Shouldn't anything output from cat be sandboxed so it cannot interact with the terminal? Or is there a genuine use for that behavior?

There are plenty of uses for catting files with escape codes in them. Setting the tab title... can't think of a use for that one. But there's no filtering/sandboxing in the UNIX TTY model, pretty much by design.
