IIRC it doesn't have the dual PLLs and other FX features, and they also had to keep 1:1 CL compatibility (including HID registers) for Wii mode. It's possible the core design was based on FX with CL compat backported though.
Ultimately it's a new chip so calling it FX/CL/whatever is really wrong either way, but it's definitely a 750 and it has all the CL features like Paired Singles (which FX doesn't have, at least on paper), so I called it a CL (or really 3 CLs glued together).

Are all three cores the same? They have different caches and only one of the cores really need to be CL compatible, no?

The cores are the same. It would be completely silly to have slight differences. Twice the validation effort. L2/bus is different, but the actual cores should be identical at the silicon level. https://marcan.st/transf/espresso_annotated.jpg …
