PS3 scene had noone writing libraries or tuts for homebrew though. The PSP scene was awesome, but for whatever reason shit fell off on PS3. There were some cool apps built for PS3, but wasn't a whole lot that you could find as a interested hobbyist developer to get started
That's the problem. There's always people interested in writing software. The question is whether there's people interested in (and capable of) reverse engineering and writing libraries and frameworks. Increasingly, the answer is no. Without those, all you get is piracy.
