Yes, that's the point. So making any change there requires re-mining the block.

Couldn't you find a block, then wait until you want to affect an RNG, then accept transactions (or add your own) such that the hash is what you want it to be, before submitting it?

No, because accepting transactions would mean the new block hash isn't valid (below the target) any more. Once you "find" a block you're committed to its contents.
