It's been a long time, but IIRC it was to deal with mirrors and other shiny surfaces reflecting one side of the sensor bar, or rows of lights and other red herrings. I think I had a scenario in my house at the time where that would happen.

It seems I never implemented it though. The very first commit to libogc with this code had the constant, but never used it. Must've not been very important :-) I'll remove it from this version.
