Bitcoin consumes 4,000,000,000 W of power to process four transactions per second. A single Raspberry Pi with a database can do an order of magnitude more on 5W. Think about that next time you wonder if it's a good design.
The 4 transactions per second limit is unrelated to mining costs per se. It's a fundamental design parameter of the network that has been baked in from the start. It was a conscious, completely ridiculous design choice.

The problem with Bitcoin is it actually succeeded, and so people started trying to use it, and ran into that hardcoded limit, and so now we have utterly ridiculous skyrocketing mining costs for a pathetically low goodput from the entire system.
