It's OK, and even recommended for low speed peripherals (keyboard, mouse).
It is not okay. Unshielded, untwisted cables are only compliant with the USB specification when used for low-speed peripherals as *captive cables*. Standalone A-B cables always require a shield and twisted D+/D- lines.
Standalone cables are not "for low speed peripherals only". They are for whatever you connect them to.
I should've clarified I was talking about standalone cables in the OP. I couldn't care less about what devices with captive cables use.
