It's OK, and even recommended for low speed peripherals (keyboard, mouse).
It is not okay. Unshielded, untwisted cables are only compliant with the USB specification when used for low-speed peripherals as *captive cables*. Standalone A-B cables always require a shield and twisted D+/D- lines.

I should have been more specific, second try: they are OK and are even preferred only for low speed peripherals that have them permanently attached.

Standalone cables are not "for low speed peripherals only". They are for whatever you connect them to.

I should've clarified I was talking about standalone cables in the OP. I couldn't care less about what devices with captive cables use.
