are there any decently capable FPGAs whose toolchains aren't godawful/painful? I have negligible programmable logic experience and IDK how best to get started with this.

All vendor FPGA toolchains are godawful/painful. Try ide40/icestorm, at least it's open source and not a 2GB download with seven JREs like most vendor tools.
