It wasn't a problem every year prior, then suddenly all lasers disappeared on day 1 of 33c3. Whatever the problem was, it had nothing to do with individual lasers and everything to do with some kind of general decision, legal or otherwise.
Note that "is something illegal" is rarely a valid blanket argument. I'm sure countless German rules and regulations are broken at CCC each year and nobody cares.

Actually there's nothing "illegal" about operating high powered lasers. The problem is, that if something bad^TM happens the rules on liability and insurance can create a HUGE backlash on events like the C3.

As it is often in life ... it is not as easy. There are reglementations that, if not fulfilled, could lead to immediate shutdown of events.
