Concentration is the key here. Increase the number of participants and the probability of incidents increase as well. Go talk with fire security people.
The probability and manageability of incidents can be adjusted. I'll take rigorous enforcement of walkway clearance and density, and liberal provision of fire extinguishers, over an outright soldering ban any day.

Yes they can be adjusted, in the dedicated areas where these security requirements can be guaranteed. Soldering is not banned.
