Any recommendations for a minimal, scriptable window manager for automation/kiosk use? Something that can do the equivalent of KWin's window rules, but can be controlled from another process and without the bloat. I don't need window decorations or any of that stuff.
Constraint: pure tiling doesn't work. I need to be able to partially overlay a window on top of another (e.g. put a standalone widget on top of a fullscreen window)

awesomewm maybe? it's minimal, fully scriptable in Lua, supports tiling as well as overlaid windows.

if you won't need X11: some kiosk/embedded applications are moving to wayland using e.g. the Qt wayland compositor to have full control

try herbstluftwm with multiple monitors stacked. Scriptable, rules and scripts can be made atomar using redraw-locks
