i bet you could do this by tearing apart an ordinary hard drive; just record an analog servo track in a spiral, or reuse one on one platter, and slowly move the head inward with composite fed to it. hijack the drive circuitry from a VCR.
I doubt modern HDD surface, head, and head preamp design will be happy with a composite analog signals. Those things are pretty ridiculously optimized for a single use case.
