what version of ubuntu? i have an ubuntu server in front of my right now and dpkg —list doesn’t show anything gnome or gtk related.

I find it immensely frustrating myself, but I think the typical argument is something along the lines of not wanting users to be missing possibly-needed functionality.

The fact that installing recommended and suggested packages is on-by-default is still less maddening than the automatic startup of services upon installation.
