My god... You're giving me flashbacks of those damn batch files in SJIS. Japanese Windows, why no UTF-8? Well in insight the situation is not much better on regular Windows.
Windows has never done UTF-8, like, anywhere. They jumped on the UCS-2 bandwagon then got screwed with the horrible-every-way UTF-16 mess, and still use whatever the legacy local encoding is for non-Unicode files and APIs.
And if you think that's fun, consider that Japanese Windows still has that horrible hack where fonts have ¥ glyph for \. As in they literally display U+005C the same as as U+00A5, making those two characters indistinguishable, and giving a lovely C:¥> prompt.
Hahaha that's the one! Fun thing is also changing your console to 65001 on windows. Works with some, doesn't with other (e.g. python3 vs python2)
