All zip files created on Japanese Windows. Though if you're lucky they also have UTF-8 extended filename fields. I just downloaded a bunch of zip files and about half didn't.
I remember burning a CD with a french accent in a filename that made it unaccessible under Japanese Windows 98 :)

My god... You're giving me flashbacks of those damn batch files in SJIS. Japanese Windows, why no UTF-8? Well in insight the situation is not much better on regular Windows.
Windows has never done UTF-8, like, anywhere. They jumped on the UCS-2 bandwagon then got screwed with the horrible-every-way UTF-16 mess, and still use whatever the legacy local encoding is for non-Unicode files and APIs.
