      No, it's a PowerTOP artifact seemingly caused by TurboBoost. I believe it measures relative to the rated CPU freq. 1.24 × 2.7GHz = 3.35GHz.

          It's not normal for Linux systems. Regular CPU usage accounting maxes at at 100% per core. This is a PowerTOP issue with C0 residency.
