why even *have* ARP broadcast the first IP packet, whoever has IP address replies to the broadcast with ICMP Hi I'm Here
That's why IPv6 doesn't use ARP presumably. It's all ICMPv6 there, as designed from the start.

Kinda. NDP is basically ARP except IPv6 only and running over ICMPv6. Of course being designed in it enables SLAAC and stuff.
