      Hmm, from investigating further I think it's because ARP was patched into IP later. Earliest links all point2point!

      (or pure broadcast mediums with no hardware addressing). ARP was "well we need to make this thing run on Ethernet now"

      That's why IPv6 doesn't use ARP presumably. It's all ICMPv6 there, as designed from the start.

          Kinda. NDP is basically ARP except IPv6 only and running over ICMPv6. Of course being designed in it enables SLAAC and stuff.
