Considering noise-cancelling headphones. Do they work against fast transients, such as balloon pops & barking dogs, like earplugs do?

I have some in the $100 price range and the answer is “if you’re playing music in them at the time then yes otherwise not fantastically”

What I do is play a loop of a rainstorm while wearing them, which works pretty well, if you like the sound of rain.

Yeah that too, even fairly quiet tends to work. I have Bose QCs and they are really helpful.

If your sensitivity is to absolute volume then I imagine they'll work; if you want to not hear highfreq at all then you need masking sound.
