Considering noise-cancelling headphones. Do they work against fast transients, such as balloon pops & barking dogs, like earplugs do?
They cancel by frequency response; they aren't "predictive" (that's a misconception). They cancel low to low-mid freqs, and muffle higher.

So effectively they *are* earplugs that also happen to do a better job with lower frequencies. Bose models are pretty good.
