Isn't the point of a highly distributed internet that packets should just route around bad ISPs?
Problem with monitoring Japan servers from Sweden is the packets go through every shitty ISP in between and when they break I get the page.

You could monitor from multiple vantage points to avoid this, e.g. try http://thousandeyes.com (Disclaimer: I work there) :)
