I don't get Intel Turbo Boost. If my laptop's CPU operates at a sustained 3.3GHz with all threads pegged, why didn't they just rate it that?

AMD and Intel calculate TDP much differently too. PkgWatt reported by turbostat seems pretty close to reality based on external measuring.
Actually turbostat is reporting a PkgWatt that is just under the rated TDP for this CPU now... (44W vs 45W)

Try mprime's Small FFTs stress test though. It's possible Intel calculates the AVX freq offset to keep it below that threshold, not sure.

Have compared PkgWatt vs. external measuring while overclocking frequencies / voltage and it seems very accurate on Broadwell-E at least.
